Nepal Government declares Budget addressing significant issues of Labour Sector

May 30 - Nepal Government has declared Budget for Fiscal Year 2073/74 ( 2016/17). On 29 May, 2016, Finance Minister Bishnu Paudel presented the Budget at the parliament which covered significant workers issues that have been demanded by the GFONT since long time.

The Budget has announced to adopt the Social Security Act and Labour Law by the Parliament and implement the contribution based Social Security System. Further, ensured to implement workplace accident Insurance, maternity protection, and medical treatment plan.

The Budget has also announced to expand the skill development training effectively. Plan will be made to implement National Employment Policy and will table the Employment Bill in the Parliament.

The Government will develop the OSH Policy for Workplace Safety & cleanliness. Likewise, implement compulsory Labour Inspection System in the factories or workplaces and Government will mobilise necessary Labour Inspectors.

The Budget has also announced to start the registration of the informal sectors workers as this issue has been strongly raised by the GEFONT.

The budget has given continuation to its “Afno Gaun Afai Banau” Campaign by doubling the resources for village development committees. And also doubled the allowance for senior citizens, widows and marginalised groups.

The Budget has also declared to carry out skill test for the workers who returned from the Foreign Employment & provide Certificate to them.   The Government has further decided to sign the labour agreement with Oman, Lebanon, Jordan and Malaysia to secure Migrants workers rights, welfare & security.
